NCP demands immediate prosecution sanction from the Govt

ITANAGAR, Sept 8: Nationalist Congress Party Arunachal Pradesh in an emergency meeting today demanded prosecution sanction from the Government regarding all 44 public servants involved in the multi crore PDS scam.

The meeting further urged the Govt. to explain reasons for extra-ordinary delay and hesitation in granting prosecution sanction.

During a press conference on Sept 5 SP SIC M S Chauhan had stated that persecution sanction was being awaited from the state Govt.

The NCP said sensational revelation by then judge of special court Yupia who was trying the 1000 crore PDS scam that IO of the SIC had never sought for police remand for custodial interrogation have confirmed the doubts of numerous conscious citizens on integrity and impartiality of SIC team headed by MS Chauhan.

The  party further urged the probing team to lodge a complaint in the Gauhati High court against the Govt. itself for non-cooperation and obstructing investigation process. It further said that the govt. may like shielding few faces for its own survival, the SIC team at the end of the day, must realize the fact that truth always triumphs.

Suggesting both SIC team and the Govt. not to compromise on the cancerous germs of corruption, the NCP leaders urged all other political parties, media persons, intellectuals and civil society organizations to continue exerting relentless pressure for exposing everyone  involved in the heinous crime against humanity.

 

Flash flood at Changlang creates havoc

CHANGLANG, Sept 08: The normal life of Changlang people came to halt because of a flash flood due to incessant rain on Sept 7. The flood caused road blockage at the main road and link roads at four points in the township area.  

The calamity caused total breakdown of water supply and road communication within the township area and damaged public as well as private properties at several points. However, no casualty has been reported so far.

The Changlang Deputy Commissioner Opak Gao, along with other officers, rushed to the block points to take stock of the extent of the damages caused to the properties.

Gao while assuring the works departments of full support from the district administration in bringing back the life of Changlang people into normal, asked the authorities of PWD and PHED, who were already on their work to restore the road communication and water supply respectively,  to render extra effort as people from every section of the society were suffering.

The DC later visited Treasury Office of Changlang to take stock of Strong Room and under construction treasury building. He asked the executing agency to complete the building immediately.

SLVMC find fault in PMGSY schemes implementation

ITANAGAR, Sept 8:  The State Level Vigilance & Monitoring Committee (SLVMC) of Rural Development inspected Kheel-Yayi and Sagalee-Karoi PMGSY roads on Sept 2 and 3 and found violation of the PMGSY norms and guidelines.

The SLVMC has written to the Executive Engineer, Popum-Poma RWD Division to explain as to why such gross violation has taken placed and has given 30 days time to rectify all faults.  The committee members along with technical experts decided  to revisit the  schemes to check accessibility of laboratory equipments and field testing.

SLVMC members Daniel Teli and Kipa Niya  along with RWD  assistant engineers Er. Techi Totu,  JEs S. Devlal  and Nanak Chand   while inspecting the Kheel-Yayi PMGSY road on  Sept  2, found  violation of PMGSY guidelines by the contractors and executing agency.

One engineer with diploma and a supervisor were found during inspection, however, as per the Contractor’s Agreement note there should be at least three technical personnel having degree in civil engineering, three technical personnel having diploma in civil engineering and three supervisors for the said project, the committee said in a release.  The committee found that materials used for reinforcement cement concrete works were not properly tested. The committee further said that  Popum-Poma RWD Division, Itanagar has released an amount of ` 11,08,56,375, out of total fund value of     ` 18,07,52843 to the contractor despite of erroneous works which, according to a committee,  is a violation of PMGSY guidelines and norms. While visiting Sagalee-Karoi PMGSY road on Sept 3 the vigilance committee found Field Testing Laboratory of Sagalee-Karoi PMGSY road empty and there was no staff and equipments available at the said laboratory of PMGSY project.

Apart from one RWD junior engineer, the two technical engineers having diploma and a supervisor were found, where as 3 degree holders are required each at road site and at Field Testing lab, the committee said.  Three technical engineers and three supervisor are also required each at road site and at laboratory.

The committee said that no payment can be made to the contractor without setting up of Field Testing Laboratory and carrying out proper field testing. However, an amount of  `  6,51,77,258,  out of total fund value of ` 14,63,21,948 was cleared to the contractor by the Popum-Poma RWD Division despite of gross violation of PMGSY technical norms.

Meanwhile, Union Minister of State for Rural Development Agatha K. Sangma, expressed her satisfaction over performance of vigilance committee, the committee said.

 

FIR against Chief Minister

ITANAGAR, Sept 8: A little known organisation has taken on the most powerful man in the state by lodging an FIR for alleged corruption. Arunachal Volunteer Youth Federation while giving a copy of the FIR alleges the  Chief Minister Dorjee Khandu of “illegally manipulating the government exchequer by awarding carriage contract works to M/s RD carriage in 2004 and M/s Frontier Associates Tawang and M/s Brand Eagles Tawang under FRD work. Both the firms are allegedly owned by Chief Minister’s family members.

While quoting astronomical amount for contract works, the Federation said that Khandu was holding the charge of relief and rehabilitation minister at the time of awarding contract work to M/s RD Carriage under Sampurna Gramin Rojgar Yojana  without floating a tender vide order no. DR/RELIEF-33/03 dated 19.01.2004 thus violating explicit instructions against favoritism and corruption set forth by the centre.

It added that in order of facilitate falls bills of ` 68 crore against M/s RD carriage, Khandu appointed as many as 14 DRRO [District Relief and Rehabilitation Officers] without an advertisement in the APSCE as per government recruitment rule, it added.

The Federation has demanded that  case be registered against Khandu and investigation be carried out.

 

Game Zone, Lakhi United  FC win in Summer Cup Football

ITANAGAR, Sep 8: Game Zone and Lakhi United won their respective matches against BEAS and Doimukh FC in the Second Summer Cup Invitational Football tournament played at Rajiv Gandhi Stadium today.

Game Zone defeated BEAS 3-0 in the first match while  Lakhi United FC beat Doimukh FC 3-2 in the second match of the day.

AAPSU softens stand on Ramesh visit, questions MLAs for helping themselves

ITANAGAR, Sept 8: Responding to the plea by Adi Students Union, the apex student body of state All Arunachal Pradesh Students Union today said if the visit of union minister for environment and forest, Jairam Ramesh to Pasighat benefits local population in anyway then union won’t oppose his visit.

AAPSU had threatened to disrupt the visit of Ramesh to Arunachal after he advocated that  Chinese expertise be taken for  various hydropower projects of state during a visit to Beijing in May 9, 2010. The Union who prefers to call Ramesh the Chinese stooge had objected to his visit to Pasighat on Sept 11.

However today AdiSU had appealed the apex student body to reconsider the decision, as they believe that visit of Ramesh to Pasighat may help local residents to express their grievances and also make him understand the ground reality of Lower Siang Hydropower project.

In a press statement, AAPSU President Takam Tatung said that union in principle opposes visit of Ramesh for his pro-China stand but if local citizen of Pasighat feel that his visit may offer them a chance to present their pain and sadness, AAPSU won’t come in between. “AAPSU as an organization stands for the people of Arunachal. If our Adi brothers and sisters think that visit of Jairam Ramesh can make a difference regarding Lower Siang hydropower project, then we will not oppose his visit,” stated  Tatung. He further urged union environment and forest minister to use this occasion to visit Karsingsa and give environment clearance to long pending green field airport whose foundation was laid down by former union home minister Shivraj Patil way back on 20th February 2007. But till date central government has not given mandatory environmental clearance for work to start on Green Field airport project. “Despite being a sensitive state, Arunachal does not have an airport of its own. People of this state have been eagerly waiting for this green field airport to start operation. But environment ministry has not given clearance yet and union minister Jairam Ramesh should take this opportunity to work in this regard,” said Tatung.

AAPSU has also criticized the way MLAs and ministers made mockery of recently concluded assembly session. “Instead of discussing about various burning problems which has been making life of ordinary people tough, our ministers and MLAs are busy making life easy for themselves by increasing their perks. This is an insult to people of Arunachal,” stated AAPSU president. He further added, “Even in floor of house they only talk against students and student unions. Why can’t they discuss about problems of their respective constituency? Why can’t they discuss about needs to streamline education system of state, so that students will be more interested in study then union activity?”

He also suggested that with constant economic blockade being imposed by Assam based organizations against Arunachal because of boundary skirmishes, state government should appoint someone like Minoti Riba, wife of former Chief Minister late Tomo Riba as a mediator. “Though she is Assamese by birth, she is now an Arunachalee having married son of this soil. She can act as mediator and help smoothen the relations between Assam and Arunachal. Government should appoint her as peace mediator,” said Tatung.

AAPSU President also urged state government to look into the demands of All Nyishi Students Union regarding setting up of hydropower projects in Nyishi belt. “If hydropower projects in Nyishi areas can bring new development, then government should consider demand of ANSU seriously and let big developer invest in Nyishi belt,” stated Tatung.

 

AdiSU nullify outcome of meeting on Dam

ITANAGAR, Sept 8: Adi Students Union strongly condemned and nullified the outcome of the state Govt orchestrated meeting at Banquet Hall here on September 7.  

The union in a release today said the outcome of the meeting was pre- decided as the meeting was held with the sole motive to take pro dam decision. The union further said that all the delegates of the meeting were pro-dam people with vested interests who have been brought to Itanagar by the government and Jaypee Associates.

The AdiSU urged the ‘people first government’ to go to poor, illiterate and ignorant landowners of the project affected areas, if it really wants to serve the people. The union further claimed that various other organizations including  West Siang Dam Affected Peoples Association, Mebo Bachao Committee, affected people of Kebang, Yeksi, Tarak, Lokpeng. Damda, Logum Jini, Rengo, Babuk, Pareng, Riga, Geku, Pongging, Jeru, Bodak villages, Sika Bamin Youth Association, Sissen Jomlo Monku Youth Association who are opposing the Lower Siang Hydro Electric Project have also nullified the outcome of the meeting. It’s a blot on democracy and indigenous people’s rights by the Government and the Jaypee Associates whose only motive is profit, AdiSU said and added that the union stands to its decision of No Dams on Siang without any condition.

 

ABK wants a fair and speedy trial

ITANAGAR, Sept 8: Adi Baane Kebang (ABK) during a meeting on Sept 5-6 has reiterated that it is not against the inquiry of PDS scam but solicit judicious, fair and speedy trial.

All the Adi MLAS, Adi Baane Kebang (ABK) district units and Apex Body Executive members, senior citizens, senior officers and AdiSu members were present in the meeting.

It was further resolved to appeal all MLAS, MP and Govt. servants to surrender one month salary to raise fund for ABK.  

During the meeting Standing Committee on Indigenous Tribal verification headed by its Chairman Basu Perme submitted its report to the president ABK. It also resolved that the ABK General conference-cum-formation of new executive members of ABK will be held at Roing in Lower Dibang Valley  from   Junuary 6 to 8, 2011, according to ABK release.

 

Towards a policy for Cooperative  movement

ITANAGAR, Sept 8: The state cooperative society is organizing a 2 days Workshop cum Seminar with the theme –‘Drafting of State Cooperative Policy’ at Banquet Hall here today. The programme is sponsored by ICPD, Arunachal Pradesh.

Attending the inaugural programme as the Chief Guest Parliamentary Secretary, Nido Pabitra  said that the seminar would see the outcome of a policy and will provide a blueprint for shaping the Cooperative Movement of the state.

Pointing out tourism & hotel industries, micro hydel, surface transport communication, rural housing, health care, stone crushing, tea industries, cane, bamboo & wood based industries, working capital loan for Apex Bank etc as the potential sector where the cooperative activities could be diversified, Nido urged the experts gathered in the house to formulate the cooperative policies to tap potentialities of the mentioned sectors with promotional support of different central agencies.

Mentioning that augmenting  farm production for the ultimate benefit of farmers & artisans as the another object for formulating State Cooperative Policies for opening up scope for cooperative activities in all functional areas, N. Pabitra said it needs an integrated approach with inter-disciplinary and inter departmental functionaries.  In the absence of clear-cut state policies, it is not practicable to forge an integrated approach for implementation of various central sector Schemes to tap the given potentialities. The vast potentialities of the state can contribute to the national GDP in a big way if the natural resources are channalized in its right perspectives, he added.

Nido, further said the cooperative system introduces the concept of entrepreneurship, collective responsibility and democratic management with social concern; it paves ways for induction of professionalism in management of an activity launched by the Govt. department for socio economic development of public. Therefore he appealed all the functional departments of the state govt. to suggest ways and means how to transfer technologies  from their lab to the land of beneficiaries and the schemes from their files to field of the target groups who are none but the cooperators of he state.

Tirap’s desperate cry for help

ITANAGAR, Sept 8: On 28th August 2010, as part of the media team I landed at Kanubari town situated in Tirap district along with ministerial delegation to visit Russa village, which had witnessed boundary skirmishes with neighboring state Assam. As we came out of the comfort of chopper, vehicles parked near helipad were waiting to pick us. Though media team was supposed to travel in one vehicle but due to shortage of vehicles, I got into a Bolero car along with Arunachal IGP AVK Singh.

When we arrived, Kanubari along with rest of Tirap district was bearing brunt of the economic blockade imposed by Assam based organizations following boundary conflict at Russa. The entire town looked like a ‘ghost town’. Though time was around 10 am but public movements were almost non-existent. I could only see couple of Assam Rifles Jawans moving around. At circuit house, during few minutes of halt before we proceeded to Russa, I managed to speak with one local resident. I asked him, why there is so much silence in whole town? He answered, “Economic blockade have crippled our life. There is general sadness and feeling of being orphaned. We are facing so many problems due to blockade and it’s been more than 10 days since this blockade started but our state government has not done enough for us.” I could sense that he was feeling alienated.  

Within a split second, another person joined our conversation and said to me, “Sir, I agree that blockade has slowed life here. But our town and in general Tirap is a dead district.” Taken aback by his shocking statement, I asked him what made him think like that. He reasoned, “Underground groups (UG) and Indian military personnel has killed the very soul of people here. We are just living life for the sake of living. We can’t’ dream of better future like rest of Arunachalee.”

He continued, “If we work hard and earn money to make life better for our children, we will be targeted. UG group will start extorting money and on the other hand military people start torturing us by doubting that we are making money with support of UG group. You tell us sir, how can we dream for better future living under such circumstances?”

I had no answer to his question and before I could say anything to him, a fellow journalist yelled at me telling that everybody is rushing out as we are about to head towards Russa village. Promising that when I come back from Russa, I will have few words, I bid adieu to them. I got into car and we started journey towards Russa. I asked our driver, how long it will take to reach our destination. He said distance is only 35 km but if we take Arunachal side road it will take 2 hours and from Assam route, it will take around 50 minutes.

But because of blockade we had to take Arunachal route. In fact driver was warning in advance about the pitiable road condition which somehow we failed to understand!!

As we were moving out of Kanubari, I saw large number of military personnel standing near the road and giving us protection. I could sense, situation in the area is not as normal as in the rest of state. The more we were going away from Kanubari, the conditions of road were getting worse. Its shame to call that stretch “a road”. It is due to the spirit of local citizen, they have kept that road alive. If they had decided to abandon the particular stretch of road, it could have gone beneath mother earth long time ago. The condition of road was so bad that by the time we reach Russa village, all of us were tired to death.

The poor condition of road made us to believe that may be it was built before British left India. Through out the journey, dilapidated road condition and appalling living standard of villagers made me very angry. I was just thinking why our government neglects people of interior regions. Just because rural people can’t voice their pain in state capital, they are being treated like second class citizen. Just because they can’t afford to organize ‘Dharna’ in front of Chief Minister’s bungalow, government does not care for them. And yes, what local MLA is doing? I also felt ashamed of myself, we media person limit ourselves to state capital and nearby areas only.

By the time we winded up tour, I still could not make out the reason why places like Kanubari, Russa and Tirap district as a whole is not witnessing major developmental activities like rest of the state. Who is to be blamed for this mess and why does people of Tirap are not so optimistic about their future? Perhaps I may have to wait for someone to give me answer.

 

Union decries bad road conditions

ITANAGAR, Sept 8: Though state government seems to be carrying out repairing work in road stretching from Naharlagun to Itanagar, the sad road condition of Nirjuli, Karsingsa and Banderdewa needs attention too. The condition of road is so bad in those areas that it has become as threat to the life of road users. Questioning the poor planning behind the repairing work being carried out along NH52, All Papum Pare District Students Union (APPDSU) wanted to know from authorities why they are neglecting roads of Banderdewa, Karsingsa and Nirjuli.

Drawing the attention of authorities towards pitiable road condition of Bage Tinali(Nirjuli) to Doimukh, union stated that it is a shame that a road which leads to lone university of state(RGU) is in such a deplorable condition. This road also connects capital complex with districts like Lower Subansiri, Kurung Kumey and Upper Subansiri. APPDSU also asked NEEPCO and HCC authorities which uses this particular stretch of road for carrying heavy machines and materials to take some responsibility for damage of road.

 

Arunachal Pradesh: Issues of modernity and tradition

ITANAGAR, Sept 8: ‘Arunachal Pradesh: Issues of modernity and tradition, a two-day seminar organized by Arunachal Institute of Tribal Studies (AITS), Rajiv Gandhi University (RGU) in collaboration with Maulana Abul Kalam Azad Institute of Asian studies (MAKAIAS), Kolkata ended today Rajiv Gandhi University, Rono Hills, Doimukh.

The third academic session today which was chaired  by Prof. N.Nagaraju, department of English, RGU saw presentations on Problems of Technological Modernization and Industrialization in Arunachal Pradesh by Prof. NC Roy, Department of Economics, RGU, Issues of Modernity, Identity and Women of Arunachal Pradesh by Sucheta Sen Chaudhuri, AITS & Director, WSRC, RGU, Negotiating Modernisation: Challenges and Response in Arunachal by Tajen Dabi, Department of History, RGU, Sex Discrimination in Education: An Ideographic Study on Nyishi Tribe in Doimukh Circle of Arunachal Pradesh by Philip Mody and Teshi Sohang, Department of Commerce, RGU among others.

 

ATI training

ITANAGAR, Sept 08: A 3 days Training-cum-Workshop on "Assured Career Progress (ACP) & Modified Assured Career Progress (MACP) Scheme, including 6th Central Pay Commission Recommendation" commenced at Administrative Training Institute, Naharlagun today.

Altogether 34 ministerial staff, including few APCS officers are attending this workshop being conducted under the cent percent course fee sponsored by DoPT. Govt. of India under its Plan Training Assistance to ATI for 2010-11.

Addressing the participants, Pema Tshetan, Director (TRG) pointed out that with the adoption of the recommendation of the 6th CPC in the State, the Government has further extended the newly introduced Modified Assured Career Progress (MACP) to the state employees w.e.f September One, 2008 in continuation of the previous APC Scheme which was already implemented by the State Govt. since 2003. Now, the State Govt. employees will be entitled for 3 times financial up- gradation directly from the entry grade on completion of 10 years, 20 years and 30 years of service respectively.

Director (Trg) informed the participants that this Training-cum-Workshop will acquaint the participants with the required knowledge and skill regarding the fixation of pay/financial benefits under the provision made in the central scheme. He further added that this workshop will give the participants with the opportunity to clarify doubts and confusions regarding the effect of ACP followed by MACP & to understand the correct procedures regarding the interpretation of the scope and meaning of the provisions of the MACP scheme while deciding financial up-gradation under both ACP/MACP schemes.

Earlier, Course Coordinator T.Lodo, Dy. Director (TRG) highlighted the in details the course content of the workshop pointed out that the methodology of the training will be mostly interactive and group exercise including illustration of cases. He requested all the participants to come up with their problems and doubts for open discussion and finding of solutions.

 

International Literacy Day

ITANAGAR, Sept 08: 44th International Literacy Day was observed at Government Secondary School, Nirjuli today.

DDSE TT Tara called each & every educated member of the society to take the responsibility in imparting literacy to all illiterate youths of their locality on voluntarily basis.

He appreciated the voluntarily spirit of Binoy Baruah and the adult learners of RGU campus Rono Hill, Doimukh for their significant role towards adult education and also appreciated all the functionaries, Teachers, volunteers and the Officers and Officials of DDSE Office for their support and cooperation in launching TLC/PLP programme in the district.

The Head Mistress of Government Secondary School, Nirjuli, M. Kamki highlighted the need of cent percent woman literacy in order to take control of every challenges of life. She advised the women to be literate by any means so that the fruits of empowerment to woman percolates down to them too.

Dr. A.K. Mishra, Co-oordinator (Planning and Pedagogy) T. Phuntso, ADEO J. Tiwari, ADFO (SSA) also spoke on the occasion.

On the occasion, besides procession by school children and adult learners along with teachers and members of Papum Pare Zilla Shaksharata Samity, literally competitions for school children were also organized. Tadar Mama, Class-IX, Tara Kumari Class- X and Gyammar Guma Class-X bagged 1st , 2nd & 3rd prizes in essay competition on the topic’ The importance of women literacy in 21st Century’ while in Drawing & painting competition on the topic “Scenery of an Adult Class’ Likha Tamar, Arjum Sonam and Sangita Soren were adjudged as 1st, 2nd and 3rd winners respectively.

The 44th International Literacy Day was also celebrated with full enthusiasm at Govt. Sec. School town today.  Govt officials from various departments besides the personnel of All India Radio Tawang  took part in the function organized by Tawang Zilla Saakhshar Bharat Mission-2012.

The celebration of the Day started with procession and rallies. This was followed by meetings, cultural, Literary and painting competition.

The DRDA Project Director, Karma Leki was the Chief Guest of the occasion, while  Dr. Dilip Kumar Chutia, EAC, Tawang was Guest of honour.

Tawang DDSE Rinchin Phuntsok, DAEO Hridar Phuntsok, ADEO P.T Kharma also spoke on the occasion. They called upon the educated youths, students and teachers to shoulder the responsibilities to eradicate the illiteracy from the district. Make all name public

Dear Editor,

Gegong Apang, the name that is history itself, finds his name in the PDS case. Now the question is  why the names of other 41 charge sheeted persons and 44 accused govt. employees including few IAS officers whose prosecution sanction being obtained in the PDS case, are not made public. After all, it is not simply an individual case. Public of this state have the right to know, who are those involved in the case who became richer by snatching food of million poor fellow citizens.

It is also matter of concerned that 19 alleged accused including 4 sitting MLA were arrested and enlarged on bail.  It means they were interrogated only after their bail. In such a situation, citizens’ hue and cry upon the manner of arrest of former Chief Minister Gegong Apang carries much weight.

Also, our People First Govt., if it wants to come clean, has also to make public whether it is taking  any disciplinary actions against those arrested/charge sheeted public servant including 4 legislators of the state in PDS case.

Fascist trends in our democratic set-up

Dear Editor,

The Machiavellian Dorjee Khandu-led Govt is leaving no stone unturned to have its will imposed on the innocent and peace loving tribal inhabitants of the slate.

To quote the latest example of its high-handedness on matters that would affect the ecology of the state, deprive the people of Dam affected of this ancient homes and convert them into helpless refugees and clamp them in the unhygienic holes called slums, a state-managed meeting was called to discuss the pros and cons of' the construction of the Lower Siang Hydro Power project on Sept 7 at Banquet Hall, Itanagar. Most unfortunately and ironically the meeting was called at Capital, instead of East Siang district where it would have been more appropriate to evaluate the  general consensus of the  local people led by their unions/organizations, namely, AdiSU, Siang People's Forum, senior citizens of Adis and AESDSU. The very venue of the meeting at Itanagar betrays the  purpose of the meeting, attended as it was by almost an absolute majority of the henchmen of the government, just wanted to use this assembly for discussion as an eyewash to hoodwink the people.

As all the important individuals and organizations who have vehemently and steadfastly opposed the construction of such a dam in an extremely fertile agricultural area of Siang boycotted the said meeting, the whole farcical proceedings, discussions and suggestions taken in the assembly of the passive sycophants should be treated as null and void.

Such farcical assembly of spineless folks does not represent the general will of the people.

Let good sense prevail

Dear Editor,

We would like to know why state Govt is not taking any positive steps for regularization of SSA Teachers as per its commitment. For how many years the SSA teachers will have to wait for regularization of their service. Nothing is impossible for Govt if it is serious about the demands of SSA teachers. We extend our support to the ultimatum served by All Arunachal SSA Teachers Association for regularization of service and enhancement of salary of SSA teachers. Now if Govt fails to meet genuine demands within 15 days, we the SSA teachers will be bound to go for the pen-down-strike as proposed. Therefore, it is expected that the good sense will prevail and the state Govt. will pay heed to our genuine demands before the dateline.

A praiseworthy effort

Dear Editor,

Kudos to Delong Padung for making yet another film on the cultural background of the Adi in particular and Abotani group in general. His subtle endeavour, keen interest and thorough knowledge of the subject matter backed by a strong urge  to excel in the field is really praiseworthy. I wish  he should have ensure its release all over the state where there is no dearth of avid viewers of his film. 'Yaken ke Binyat' as it is aptly christened,  I hope, shall truly enrich the younger generations on their rich cultural heritage which they have probably forgotten or  are yet to know and thereby arouse among the masses the need to contribute their share in propagating and expanding the horizon of cultural ambit  for posterity.

Residents of different districts, especially the members of Adi community, are eagerly awaiting its arrival so that they could grab a copy of it soon. As per as cultural traits pertaining to the storyline of the film is concerned it has a bearing on the common practice of rituals and offering to benevolent gods and goddesses which had been in existent among most of the decendents of Abotani group. So, either films having such cultural connectivity among  different tribes should be dubbed in the respective local dialects or supported by English subtitle so as to reach out to larger viewership and can be more fruitful as well. Govt and elites of the society need to support enterprising  and promising educated youths  like Delong Padung since  there is only a handful of them left in this age of materialism and modernity  from who we can expect something worthwhile for the society.

Keep up Delong!!

Economic blockade not a solution to border disputes

Dear Editor,

Every one knows the recent incident of border disputes between Arunachal-Assam in Tirap district within the territory of Arunachal Pradesh on Aug 14 and subsequent economic blockade by All Assam Students' Union (AASU).

In my opinion, economic blockade by the students who are the backbone of the society and future leaders is not a right step for bringing solution to boundary disputes between two friendly and neighboring states.  It only creates tension and hardship to the people of both the states.

This economic blockade is not an appropriate step for solution to any problems in a democratic country like India. As a students’ organization, they should take positive steps for solution to boundary disputes in order to maintain peace in boundary area.

Therefore, I would like to appeal the political leaders and students unions of both Arunachal Pradesh and Assam to bring out positive and lasting solution to the boundary dispute for well being of the innocent people residing along boundary areas of both the states and to maintain good relationship.

Let there be fast delivery of justice

Dear Editor,

When we will have good and fast track justice delivery system as well as criminal justice delivery system in our state? It has come to my knowledge that the session court at North-Lakhimpur is dealing with the case as separation of Judiciary from Executive is yet to take place in Arunachal Pradesh. Judiciary may be bifurcated from executive in our state.  But in this regards, questions come whether impartial and independent judiciary is possible in near future?

It is a matter of serious concern that the maximum cases related to murder, kidnaps and rapes are still pending in courts which needs to be disposed off urgently. It is a fact that most of the murderers, rapists, corrupt officers and politicians are roaming freely without any fear of law of the land after taking anticipatory bail.

Therefore, I would like to request to the state government for the interest of more than 15 lakh population of Arunachal Pradesh that there must be a good criminal justice delivery system as well as fast tract justice delivery system by bifurcating judiciary from executive in the state.

Lastly, I want to make an appeal to state government and concern authority at least appoint a law assistant/agent in every district of state for codification of customary laws and also build  fast track trail court in district Headquarters to expedite the cases.

Stop the discrimination

Dear Editor,

Believe it or not, increased enrolment of students in most school of Arunachal State is largely due to SSA Mission in which thousands of SSA Teacher are appointed to run the most interior and dilapidated School where others have never dare to set their foot.

If we look back in recent past, there were many contractual teacher like OBB, OBB (Hindi), state contract teacher and officiating teacher whose job was easily regularized and now they are enjoying the status of proper employees of Education Department. On the other hand, SSA Teachers have been serving for the last eight years whereas Govt. of Arunachal has turned a deaf ear to their grievances. However, they are still serving without increment in their salary and without job security when others are taking a pleasure in 6th Pay Commission.

Why such discrimination? Don’t they deserve their legitimate right? If the SSA Teacher goes to strike, then who would suffer the most in this mid-session of academic?

I hope the Education Minister will take these matters seriously and do the needful for the teacher's legitimate right.

Media remains the only hope

Dear Editor,

Apropos the editorial "Ensure food to the poor" (7 September), it is a matter of utmost shame that even after we have entered the 64th year of our independence, grave inequalities continue to haunt India right in the face.

And the country which tries to measure its advancement by the successes of Miss Universes and Miss Indias, Sachin's tons and discovery of water on the Moon; will naturally be callous and indifferent enough to let the foodgrains rot in godowns instead of distributing it to the hapless poor who have not been provided with an avenue to earn their living.

The media remains the only ray of hope in this beleaguered land of ours and thus it is hoped that it would act as a watchdog and promptly expose the authorities who continue to boast about India's self-sufficiency in food, yet allow the precious crops to be eaten up by rodents and vulnerable children to die by starvation.

Govt needs to have second thought on dams

Dear Editor,

Almost everyday your daily paper has on its front page or readers' forum about the news of the hydro power project. Some are against it and many believe it being only source that could boom the economy of the state.

However, as I observe, those who supports it are for mere compensation that would be conferred to them by the companies and those who are against it, except few organisations, are just because they are getting compensation less than what they expect and later they calm down when they get their dues.

Is anyone really concerned about the future impact of so many big dams on the state? I don't think so. Protestors talks of ecologically imbalance and displacement of large masses and their properties. No one emphasize on real threat of big dams to the security of people's life in our state. Yes, Arunachal being the state under Zone-V of seismic zones vulnerable to earthquake with highest intensity, I believe, is a real and big threat to the security of life here. Bringing in private power developers, without much experience in dam construction to the state have increased the risk further more.

It is true that collapse of a structure due to earthquake requires energy equal to Hiroshima and Nagasaki atomic explosion in 1945, as noted by a viewer through this forum on earlier addition. In this context I would mention here that the energy produced during 2001 earthquake at Bhuj in Gujarat was about 400 times (or more) more than the atomic bomb of Hiroshima of World War-II, as per Earthquake Tips -Authored by C.V.R Murthy, IIT Kanpur.

Arunachal being under Zone (V) would experience the same kind of disaster as Bhuj of Gujarat where more than thirteen thousand people died.

In such place of high earthquake intensity like our state above 100 dams was not desirable. Our govt. needs to have second thought on the issue. What is the use of money when we are not going to live at all? Think about it.

Apart from dam, the building structures in our state, especially capital complex where majority of people live in high rise building, without proper design, is also a matter of concern. Building here are carried out by masons without following the norms of building design as per Seismic Code and would not withstand even a moderate type of earthquakes. People here should realize the fact and take suggestion from the engineers before handing it over to a Mason.

I appeal to the engineer friends to guide the building construction work carried out to avoid future destruction from earthquake. Let's develop our state with true aspects.

No point if we have to shift it later

Dear Editor,

This is apropos the news item on All Upper Subansiri District Students Union raising question on the proposed extension of present air field of Daporijo (3rd Sept).

AUSDSU has raised question on the possible displacement of the people living nearby the helipad. I would also like to add some more points. Actually, an airfield should not be made inside the town as it will create various problems including noise pollution and land scarcity. Even if the airfield is made inside the town then in future it will have to be shifted outside the town due to various reasons.

If the airfield has to be shifted outside the town in future then what’s the need of wasting money, time and playing with the civilian’s settlements? Besides this, Daporijo has limited plain area and there would be not much area left if the airport comes up.

Here, I am not trying to put a halt on the proposed airfield plan. I am just asking that airfield come up another congenial location.

Landowners meet CM

ITANAGAR, Sept 8: Landowner union of Siang Dam Project led by its Chairman Okom Tamuk met Chief Minister yesterday and assured him that no any organization, Union, NGOs have any right over the landowners will.

He further said that there will be no anti development activities at the East Siang Belt in near future and there will be no more cooperation from public from such “unscrupulous movement” which is spreading wrong message to the society.

The socio economic development of the area and the Adi community will progress with the development of Siang Dam, it said.

He also strongly stressed on modification and review of government order dated 6 September 2010 on governing body steering committee members or with due consultation from land owners and affected families.

 

Prohibitory orders

DAPORIJO, Sept 8: The Upper Subansiri district magistrate in continuation of its earlier order to the public of Daporijo township to confine their stray pigs in proper pigsty and keeping in mind the non- compliance of order  has issued an order to conduct shooting operation with immediate effect from Sept 8 in the interest of public health and hygiene. Prohibitory order has also been imposed on the construction of pigsty at the compound of departmental govt. quarter in the township area.

In another order, the DM has banned the growing of bamboo especially on the passage of electric line that passes through Daporijo to Taliha near the BRTF road. Ban has also been imposed on the organization of housie/lottery without valid permission from the competent authority. Visiting of offices and official residence under the influence of alcohol, smoking in public places, using of gutka and carrying of Dao has also been banned. Any violations shall entail legal action as per law. DIPRO

 

SSA regularisation supported

ITANAGAR, Sept 8: Arunachal Teacher’s Association, Papum Pare District unit has requested authorities to look into long pending demand of All Arunachal Sarva Shiksha Abhiyan Teacher’s Association for regularization of service on the seniority basis before the expiry of ultimatum of proposed pen down strike ends.

ATA district unit felt that if SSA teachers of district sit on proposed strike, it will severely affect the students as academic session is now in full swing. Further association has requested the state government for early release of education incentives as announced by state government earlier under Right to Education (RTE) act as most of the schools are running short of teachers, learning equipment and other stationary items, which hampers the functioning of school.

 

 

BJYM seminar

ITANAGAR, Sept 08: A four member delegation of Bharatiya Janata Yuva Morcha (BJYM) led by its president Doni Nich left here today for Mumbai to attend a party seminar cum national executive meeting to be held there from September 14 to 16.

The team will apprise the national party leaders of various issues confronting the state during the meeting.

 

Arunachal team for chess championship

ITANAGAR, Sept 08: All Arunachal Pradesh Chess Association (AAPCA) has announced a 7-member state Chess team for the 48th National ‘B’ Chess Championship beginning at Bhiwani, Haryana from September 10 to 26.

The team: Raluk Dui, Gopu Dupit, Hage Lassa (Nado), Nabam Chada, Tamchi Kache, Tapi Shah, Toko Tako.

Sports meet

ITANAGAR, Sept 8: Nehru Yuva Kendra Tezu organized a two-day district level Inter School Games and sports competition under Panchayat Yuva Krida Khel Abhiyan (PYKKA) at Tezu  on Sept 4 and 5.

Altogether 133 boys and 112 girls from 42 Schools of five Block took part in the football, volleyball, Batminton (Double and single), Table tennis ( single and Doubles) competitions. Apart from these, there was relay race/ Javelin throw/ discuss throw/ shot Foot/ High Jump/ Long Jump.

Earlier Block Level Inter School Games and sports Competition was conducted by respective Block Administration and 1st winner of every event at block level participated at the district Level Competition. Lohit deputy commissioner R.K. Sharma inaugurated the event.  Winners in the competitions were awarded with prizes. DIPRO

 

Team starts work

ITANAGAR: The team constituted for assessing the extent of encroachment of Govt land within the Capital Complex from Banderdewa to Chimpu has began its field exercise today.

The team, headed by LR &SOs, will submit reports on findings to the Govt. after completion of the drive.

ITANAGAR: District magistrate, Itanagar Capital Complex has prohibited dumping/stacking of debris, building materials etc along road side within capital complex upto Banderdewa for smooth vehicular movement as well as convenience of general public.

ZIRO: The Apatani Youth Association (AYA) has appealed the youths and general public particularly of Lower Subansiri District to vote in favour of Toko Teji, who is at the quarter final stage of reality show “India’s Got Talent Khoj-2” contest. It said that Teji’s success would boost the morale of other upcoming youthful artists of the state, Meanwhile, Arunachal Christian Revival Youth Associaiton (ACRYA) and Christian Revival Church, sub-council Area -1 appealed the people of the state to vote for  Toko Teji. Export awareness workshop

ITANAGAR: The Department of Trade and Commerce, Govt. of Arunachal Pradesh in association with Federation of Indian Export Organization NER, Kolkata, is conducting a one day Export Awareness Workshop, Scope and Opportunities from North Eastern States of India on Sept 9  at the Conference Hall of Tourism Directorate. The programme will be graced by Setong Sena, Minister, Trade and Commerce, Finance, IPR etc, as the Chief Guest.

Senior Govt. Officers and Resource persons from Ministry of Commerce, Govt. of India, Directorate General of Foreign Trade, Federation of Indian Export Organizations, Exim Bank and Agricultural and Processed Food Products Export Development Authority shall give presentation in the Workshop.  More than 100 participants comprising of entrepreneurs exporters and members of Arunachal Chamber of Commerce and Industry are expected to attend the day long workshop. Teachers demand

ITANAGAR, Sept 08: Arunachal Teachers’ Association, Kurung Kumey District Unit in a five points memorandum to Deputy Commissioner Kurung Kumey District Bidol Tayeng and DDSE  appealed them to pay the monthly salary of teachers of the district through SBI Individual account as earlier, appointment of BRCC, CRCC and District coordinators of different interventions under SSA scheme from regular teachers only.

ATA further appealed the concerned authority to recall BRCC and CRCC appointments issued on 3rd September 2010, immediate disbursement of SSA teachers’ salary.    It also appealed to the Director of School Education to consider the demands of AASSATA.
